Expenses The Independent Parliamentary Standards Authority (IPSA) oversees all MPs' expenses, setting the rules for what can be claimed and approving and paying claims. IPSA publish data in tranches of two or three months together and you can see my claims for the latest period by clicking
here and following the instructions on the website. IPSA's statement of my total costs for 2010-11 can be read
here.
On their website IPSA also explain what the different categories of expenditure are; not all categories apply to all MPs. The scheme was revised in May 2011 and some of the categories will be different for financial year 2011-12 when that is published. Below I also give some background detail to my own expenses which I hope is helpful, especially as I incurred a number of office 'start up' costs as a new MP in 2010-11. I am always happy to discuss any aspect of my Parliamentary expenses with any constituent.
General administration This covers a range of stationery and general office items from House of Commons paper and toner cartridges to an extension lead and shredders. These items are used in both my Wandsworth and Parliamentary offices. Most of my office set-up costs, such as office furniture and additional computer equipment are covered by this heading.
Staffing
I have a team of five staff (three part-time and two full-time). Two of them are self-employed, and under current IPSA rules I have to pay them for their services directly and then claim their wages back. These payments are shown as Professional Services. The costs of staff paid directly by IPSA are not shown as an 'expense' which means that my Staffing costs are not easy to compare with some other MPs. All my staff work to IPSA-approved job descriptions and use the IPSA-approved pay scale.
Constituency rental
The rental value of my Wandsworth constituency office had to be verified by an independent expert and then my lease (which started in July 2010) scrutinised and approved by IPSA. The rental charges in this category cover my quarterly rent and service charge plus a one off cost for temporary office space from May - July 2010. Telephone installation costs and phone bills and the cost of hiring various constituency 'surgery' venues are also claimed back under this heading.
